First clean the area around the spark plugs, then remove them and attempt to turn over the engine by hand. If it moves, put about six squirts of gear oil in each cylinder and turn over by hand for about 3-5 revolutions. Then after changing fluids and possibly adding some more oil in the cylinders, crank the engine with the starter with the ignition system disabled until you get oil pressure. Then install the plugs, attach the ignition system, and fire it up.

Caution, it will smoke really badly for awhile because the inside of the exhaust system will have oil in it! If you do this with a car that has a catalytic converter and/or an oxygen sensor, either remove them first of be prepared to replace them.

If the motor will not turn the first time you try by hand, put automatic transmission fluid in the cylinders and let them set, possible with topping up, for about a week before attempting to break the engine loose by forcing the crankshaft. ATF is a very good cleanser, and will loosen up all kinds crud and rust!
